Environmental Compliance Services for Dillard’s Fort Worth Distribution Center

In 2022, the City of Fort Worth performed an industrial inspection of the Dillard’s Fort Worth Distribution Center resulting in the city requiring the department store chain to provide responses within 30 days to on-site findings during the inspection. ETC was tasked with updating the the Dillard's Stormwater Pollution Prevention Plan (SWPPP) and submitted a notice-of-intent (NOI) for a Texas Pollutant Discharge Elimination System (TPDES), Multi-sector General Permit from the Texas Commission on Environmental Quality (TCEQ) for operations at the Fort Worth facility. ETC developed a new SWPPP including BMP identification and selection for the wash bays, maintenance bays, truck operation areas, and review of existing tenant operations, this included providing recommendations for ongoing and future SWP3 implementation according to City of Fort Worth requirements and TPDES compliance obligations. 

Additionally, ETC assisted Dillard's with the review and modification of existing City of Fort Worth permit conditions and new permit authorizations to better reflect the intent of TPDES Stormwater permitting goals and practices, and to streamline program implementation for efficiency.

ETC developed an in-house employee training program and presentation module to teach employees about stormwater management, potential sources of contaminants, and best management practices (BMPs). ETC conducted an employee training session that indoctrinated Dillard's personnel with an understanding of the facility SWPPP, including: BMPs, procedures and scenarios they may be working with, safety hazards, practices for preventing discharges, procedures for responding quickly and properly to hazardous material spill incidents, and TPDES inspection and reporting requirements.
