Environmental Engineering Services for East Kapolei II Pesticide Mixing and Loading Site
ETC provided environmental engineering services in support of final site remediation for the Hawaii Department of Hawaiian Home Lands (DHHL). The project was primarily funded through a loan from the Hawaii Brownfields Revolving Loan Fund and a USEPA Brownfields Cleanup Grant. General tasks completed for this project included:
Prepared a Community Involvement Plan
Identified potential hazardous materials existing on and within existing structures
Identified and abated hazardous building materials
Decontaminated, decommissioned, and disposed of existing aboveground storage and mixing tanks (9 total)
Demolished existing site structures
Conducted additional characterization of site soils (Site Investigation Work Plan) to refine estimates of the magnitude and extent of contaminant impacts to site soils
Identified environmental hazards posed by the existing site contamination (Site Investigation Report – Environmental Hazard Evaluation)
Identified and evaluated appropriate remedial alternatives to address contaminated media (Remedial Alternatives Analysis)
Solicited input from interested members of the public regarding preferred remedial alternatives through a Public Notice and an informational open house
Provided planning and design for the selected remedial response action (Response Action Memorandum, Remedial Action Work Plan)
Prepared construction specifications and drawings for use in bid documents
Evaluated qualifications of contractors that submitted bids for the remediation project
Prepared a NPDES Permit application, including a Stormwater Pollution Control Plan and Erosion Control Plan
Provided construction management services during implementation of the selected remedial action, including area air monitoring
Conducted confirmation sampling following excavation of contaminated soils
Prepared a Remediation Verification Report to summarize and document the response action
Prepared an Environmental Hazard Management Plan to document remaining hazards at the site
